MINUTES <br />PLANNING C.OMMISS(ON <br />AUGUST S, 2002 <br />while they show 20 foot setbacks as provided for in the Shoreland <br />Ordinance, they are open to increasing that setback to 30 feet if the City so <br />desires. McDonald pointed out that they utilized the 20 foot setback in <br />order to maintain the blufTarea to the wetland and keep the building pads <br />further from the wetland. However, this is a value decision for the City <br />whether it wants homes closer to the sU~eet or to the wetland. <br />Duray pointed out that a 20 foot setback fiom the street would require a <br />variance. The City Planner indicated that if the City prefers the 20 foot <br />setback from the street, it can be addressed either through a variance or a <br />PUD. <br />McDonald reported that in response to recommendation tt7, they have <br />adjusted the lot line for Lots I and 2, C31ock 2 to meet lot width <br />requirements. 'l'hey have also provided for access to Outlot 13 so that the <br />City can maintain the ~>ond. <br />McDonald commented on recommendations #8, #10, and #11 noting that <br />they have graded the retaining wall completely out of existence- The road <br />was moved further to the west in the area of Cots 11, 12, and 13, and <br />McDonald presented some before and after diagrams showing the changes <br />and noted that the elevation of the road has been lowered. The Planner <br />agreed that the changes presented this evening eliminating the retaining <br />wall are an improvement. <br />Duray asked the change in elevation from the road to the houses on Viking <br />Drive. McDonald estimated the grade chance to be 18 feet. McDonald <br />also noted that they have no problem putting in additional trees and <br />plantings where the City determines necessary. <br />With regard to recommendation t1~9, McDonald indicated that they are <br />considering the a'eation of a homeowners association for maintenance of <br />the entry area along McMenemy [load. <br />1<eis asked the value ofthe homes planned for this development. Von <br />Reidel estimated that the homes would be in the $500,000 range. <br />With regard to recommendation N~12, McDonald presented a realignment <br />for Preserve Trail that creates Outlot D and brings the road further from <br />the Brausen house that exists to the east McDonald pointed out that they <br />would provide access for the Qrausen house to Preserve frail through <br />Outlot D. <br />With regard to recommendations #13, #14, and #I5, McDonald indicated <br />that they would work with the City on completion of these items. <br />_~~_ <br />
