Resolution declared adopted. <br />FEE SCHEDULE The City Clerk reviewed her report for proposed amendments to the Fee <br />AMENDMENTS Schedule, including increases to Park Charges, park building and Old Fire <br />Hall rental and deposit fees and notary fees. She also is recommending <br />adding fees for zoning letters and public assemblies. The City Cleric noted <br />that the Parks & Recreation Commission discussed increasing the Park <br />Charges, and recommended increasing them to $3,500 per unit for 1-8 <br />units, and 7% fair market value for commercial. She stated that the park <br />building rental fees were going up, with different fees for residents and <br />non-residents, and the biggest change was increasing the deposit amounts <br />from $75 to $250. The Old Fire Hall rental fees only increased slightly <br />with no change to the deposit amount. She stated that the State had <br />changed the statute in 2015 to allow the fee charged for notary services to <br />increase from $1.00 to $5.00. The City Cleric stated that she is <br />recommending adding a fee for zoning letters, which are requested by <br />financial institutions when a real estate purchase or refinancing, typically <br />of commercial or larger residential buildings is occurring. City staff <br />spends time doing research and writing the letter, and it is common <br />practice for cities to charge a fee for this. She recommended adding a $50 <br />fee for zoning letters. The City Cleric stated that in 2009, the City Council <br />passed an ordinance establishing requirements for public assemblies, <br />including parades, and the ordinance requires a permit. She noted that a <br />fee for this permit has not yet been put in the fee schedule, and is <br />recommending a $50 fee be added for public assemblies. <br />Keis stated that he doesn't think the notary fees need to be raised, and that <br />it is a nice service for the residents. He asked for an explanation on why <br />the park charges were being increased. The Parks and Recreation Director <br />stated that he had participated in a survey on what 29 cities park charges <br />were, and saw that Little Canada has some of the lowest park charges in <br />the metro area. The city last increased the park charges in 2007, and the <br />Parks & Recreation Commission felt that it was time after reviewing the <br />survey. The proposed increase amount for residential units is a little less <br />than the fees charged by the adjacent cities. Keis clarified that the 9+ <br />residential units fee was for an apartment building type development. The <br />City Administrator stated that was the case. <br />
