Definition of Family - <br />One (1) or more persons each related to the other by blood, marriage, adoption, or foster <br />care, or a group of not more than three (3) persons not so related maintaining a common <br />household and using common cooking and kitchen facilities. <br />Definition of Guest Room - <br />A room occupied by one (1) or more guests for compensation and in which no provision <br />is made for cooking, but not including rooms in a dormitory for sleeping purposes <br />primarily. <br />R - 1 Purpose - <br />The purpose of the "R-1", Single Family Residential District is to provide for low-density <br />single-family detached residential dwelling units and directly related, complementary <br />uses. <br />R-1 Permitted Accessory Use <br />G. Boarding or renting of rooms to not more than two (2) persons. <br />Application of the above definitions is not always aclear-cut matter. Therefore, I feel we need <br />to tighten up the definitions relative to non-related persons residing within a R-1 dwelling. Some <br />factors to consider are as follows: <br />• Shared facilities (kitchen, entrance, bath rooms,) versus separate. Renting <br />of rooms should imply shared facilities with equal access to common areas <br />of the home (kitchen, bathrooms, laundry facilities, etc.) Separate <br />accesses and kitchen facilities equipped so as to support independent <br />living versus those existing for entertaimnent/convenience should <br />constitute a violation. <br />• Parking - If a unit is to benon-related members residing there, should we <br />require the availability of adequate off-street parking for all occupants? <br />I have asked the City Planner to be prepared to discuss this issue in greater detail at Wednesday's <br />meeting. I believe the code needs to be tightened up to provide for more clear-cut definitions if <br />we are to be able to address isolated problems within our City. <br />Please let me know of any comments or questions you may have in the meantime regarding this <br />topic. <br />
