<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: January 6, 2016 <br /> <br />RE: Metropolitan Council Sewer Interceptor Turn Back Easement Issues <br /> <br />Starting with the Unweave the Weave project back in 2005 the Metropolitan Council has been turning <br />back some of its old interceptors which no longer convey regional sewage. Part of that process <br />involves getting all of the title work changed over for easements and right-of-way. In the course of its <br />work on the various easements it found a few items that needed to be cleaned up. <br />The Metropolitan Council mistakenly conveyed two easements to the City that should have remained <br />in its possession. <br /> <br />One of them, Parcel 1, runs east/west just north of the old Public Works shop on Country Drive. This <br />is the location of the new interceptor that was installed during Unweave the Weave. It remains in the <br />possession of the Metropolitan Council. <br /> <br />The second, Parcel 7, continues east/west from the Parcel 1 easement and ties into the manhole where <br />the City’s sewer line dumps into the Metropolitan Council interceptor. The Metropolitan Council still <br />needs access to that manhole so it maintains an easement over it. <br /> <br />Finally, Parcel 13 is just north of the railroad tracks and south of the Aquarius Water building on <br />Country Drive. The Metropolitan Council originally conveyed the easement for the entire interceptor <br />that crossed 694. This interceptor was taken out of service during Unweave the Weave. The City has <br />a sewer main that runs from Country Drive east to a manhole on the Aquarius Water property. The <br />line turns at the manhole and heads south toward the old Public Works shop. The City will retain an <br />easement over the portion of the property where it has a sewer main and manhole but the rest of the <br />easements will be conveyed back to the Metropolitan Council. <br /> <br />There are two copies of a quit claim deed attached that staff recommends the City Council approve and <br />sign so they can be returned to the Metropolitan Council for recording. Marked up exhibits <br />highlighting the proposed changes have also been included. <br /> <br />
