STAFF REPORT

TO: Mayor Keis and Members of the City Council

FROM: Joel Hanson, City Administrator

DATE: January 8, 2016

RE: 2016 Temporary Fire Contract Renewal

Attached is the proposed contract with the Little Canada Fire Department for the first two months of
2016. This temporary arrangement is proposed to allow us time to further review the Fire
Department’s request to remove the language in Provision #9 whereby they agree to contribute 50% of
the Charitable Gambling proceeds to the Fire Equipment Fund. As you know, they have requested the
removal of this language to give them more flexibility in funding other improvements to the property
they are contemplating. Staff is proposing that we approve this temporary extension to provide time
for the Long Range Planning Committee to discuss this in greater detail and then bring a
recommendation back to the Council at our second February meeting.

The Fire Department has not formally approved this document as of this date but they have conducted
a preliminary review. Here are the other key changes to the document:

• Revised quarterly payments to approved 2016 budget ($331,190). Note: This payment does
not include the contingency amount reflected in their budget request which is how this had
been handled in previous years.
• Added language that states any equipment bought with City Capital Improvement Fund dollars
would revert to the City should the FD cease to provide service to us (similar to how we handle
past vehicle purchases.
• Added language as noted above to allow for further discussion on the Fire Equipment Fund
contribution.

Staff recommends approval of the contract as presented.

cc: LCFD
