NI7NUT.ES <br />Cl'i'Y COUNCIL <br />NOVEMBER 20, 2002 <br />REZONING Fahey opened the public hearing to consider the rezoning of the <br />OF CITY City-owned property on Noel Drive from Single-Family Residential <br />PROPERTY (R-1) to Public (P). The ]Manning Commission recommended <br />ON NOEL approval of the rezoning. <br />DRIVE <br />There was no one present from the general public present wishing to <br />comment on this matter. <br />Upon motion by Scalze, seconded by Montour, the public hearing was <br />closed. <br />Scalze introduced the following resolution and moved its adoption: <br />RESOI UTIDN NO. 2002-7 I -275 -APPROVING THE REZONING <br />OF NOEL. DRIVE PROPERTY (PROPERTY ID NO. OS-29-22-34- <br />OOI2) FROM SINGLE FAlhlI7_YRESIDENTIAI. (R-I) TO PUBLIC <br />(P) <br />The foregoing resolution was duly seconded by Anderson. <br />Ayes (4) Scalze, Anderson, Fahey, Montour. <br />Nays (0). Resolution declared adopted. <br />DRYWALL Fahey noted that at the previous Council meeting, there was discussion <br />SUPPLY about the need for more City control over the back lot of the Drywall <br />ADDITION Supply Addition. There was also consensus on the part of the Council <br />Chat the third canopy that exists on the property could remain for <br />screening purposes provided that the exterior of the canopy is surfaced <br />with stucco. Fahey also noted the need for the property owner to enter <br />into a Development Agreement with the City that addresses the timing <br />of development of the two lots abutting Country Drive. <br />The City Planner indicated that there was discussion about rezoning <br />the entire site to Planned Unit Development (PUD) rather than just <br />having a PUD overlay in place. The primary differences in the PUD <br />zoning and the PUD overlay is that PUD zoning is reflected on the <br />City's zoning map and puts potential purchasers of a property on <br />notice as to its zoning. A PUD zoning would also provides the City <br />Council with more review authority as to what happens on a property. <br />Scalze noted that the property is currently zoned Business <br />Warehousing (B-W). The proposal is to rezone the back lot to Light <br />Industrial (I-1). Scalze noted t1~aC the I-1 zoning allows outdoor <br />storage on a site and that storage is not limited to the business located <br />
