<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: February 2, 2016 <br /> <br />RE: On-Street Parking on Thunder Bay Road and Aspen Circle <br />In 2014, the residents of Ontario Road off of County Road D requested that the street be posted no <br />parking from 12:00 a.m. to 6:00 a.m. year round to try to eliminate issues with cars from the apartment <br />complex across County Road D parking on the road and leaving messes and other issues. A letter was <br />sent to all homes on the street and the majority of residents were in favor of posting the street with no <br />overnight parking signs. The City Council approved the signs and they were installed in August 2014. <br />I have not heard any issues with on-street parking since that time. <br /> <br />In the meantime, staff has had similar calls and e-mails from the residents of Aspen Circle and <br />Thunder Bay Road. Based on the precedent set on Ontario Road, staff surveyed all properties on <br />Aspen Circle and the homes on Thunder Bay Road between County Road D and the power lines to the <br />south. The results were as follows: <br /> <br /> Aspen Circle: Total Properties – 27 <br /> Responses – 12 <br /> Yes - 7 <br /> No - 2 <br /> Yes just at the two entries - 2 <br /> <br />The majority of responses were from the properties at the two ends of Aspen Circle that intersect with <br />County Road D. Staff recommends the City Council approve the posting of no overnight parking signs <br />for the first 250-300 feet of each leg of Aspen Circle. <br /> <br /> Thunder Bay Road: Total Properties - 10 <br /> Responses - 3 <br /> Yes - 3 <br /> No - 0 <br /> <br />Based on the survey results staff recommends the City Council approve the posting of no overnight <br />parking signs on Thunder Bay Road from County Road D south to the power lines. Both streets will <br />be notified of the changes along with the Ramsey County Sheriff’s Department. <br /> <br />
