MINUTES <br />CITY COUNCIL <br />WORKSHOP <br />FEBRUARY 22, <br />2016 <br />FINANCIAL <br />The Finance Director stated she created a list of how much the city paid <br />POLICY <br />engineering, planning and attorney consultants in 2015. She reviewed the <br />REVISIONS <br />amounts and noted that engineering is the highest amount, and about two- <br />thirds of the engineering costs come from improvement projects. She <br />noted that the biggest attorney costs are for the prosecuting side. <br />The City Administrator stated he had changed the timeline language in the <br />Financial Policy for reviewing consultant contracts. Montour asked if the <br />Council is going to spend time at a workshop each year discussing <br />consultant costs. The City Administrator stated most changes in <br />consultants would be because of service concerns or if the rates increased <br />more than usual. Fischer stated the City should look at this on a regular <br />basis but isn't sure how often that should be. McGraw agreed and stated it <br />should be at least looked at every one to two years. He stated the Council <br />relies on the City Administrator to determine if there are issues with <br />consultants. The Council agreed to a review of consultant service levels <br />and costs every two years, and staff should bring the financial policy <br />revisions forward for formal approval at the next Council meeting. <br />PERSONNEL The City Administrator stated that staff has proposed changes to the <br />POLICY personnel policy in the short term disability section along with the new <br />REVISIONS policy for PTO donations. He noted that there are also some <br />housekeeping updates.
