STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Joel Hanson, City Administrator
DATE: March 7, 2016

RE: Draft 2016 Goal Setting Action Plans
Pursuant to Council direction, staff has prepared action plans for eight of the eleven goals developed at
our recent goal setting session. Here are the goals that action plans were prepared for:

 Integrated communications plan – update website, social media, improve resident
communications (46 points, 12 voters & 4 Council votes)
 Investigate the feasibility of a housing rehab loan program (27 points, 9 voters & 4 Council
votes)
 Process for commercial property maintenance for vacant properties (21 points, 6 voters &
2 Council votes)
 Implement business retention/expansion program (18 points, 6 voters & 1 Council Votes)
 Evaluate options for organized collection contract renewal (15 points, 6 voters & 1 Council
Vote)
 Investigate process for fire department regionalization (13 points, 6 voters & 3 Council
Votes)
 Conduct a community survey (15 points, 4 voters, & 3 Council votes)
 Look into becoming a Greenstep City (12 points, 4 voters & 3 Council Votes)

These were the top vote getters and in most cases has at least three Council members who voted for the
goal. The three that action plans have not been prepared for are as follows:

 Develop comprehensive sign plan for park history, welcome to LC, and trail locations
(13 points, 5 voters & 0 Council Votes)Action Plan not prepared given item received
no Council votes, less than 1/3 of the voters chose it, and its point total was not as high.

We could address this goal as more of a task and assign the components to various
groups. For example, the Parks & Recreation Commission could address park signage,
the Council could address the “Welcome to Little Canada” signs, and Public Works &
Parks could evaluate directional signage. The Council’s direction on this item is
needed.
 Revisit City’s mission statement & create PC mission &goals (13 points & 4 voters & 2
Council Votes) Did not have three Council votes, had less than a 1/3 of the voters opt for
this item, and was not a high point getter.

This item could be addressed on multiple fronts. The Council could spend time looking
at our Mission Statement. Staff could facilitate a planning process to address the
Planning Commission’s desires.
