I-klnson <br />In the consideration of the above referenced development and to ensure we are adequately <br />addressing public safety concerns, I would like you or an appropriate designee to answer the <br />following questions: <br />• What potential volume of hazardous liquid do you estimate could be released by a <br />"worst case" break before flow could be discontinued? What type of volume are we <br />dealing with in a typical situation? <br />• What additional integrity measures does Williams take in an environmentally <br />sensitive area such as this one? <br />• Would berming the easement to control flow associated with a leak be a concept <br />Williams would endorse and/or agree to? If so, are there any special design <br />considerations we should be aware of? <br />• What construction considerations do you feel the City should impose on contractors <br />working within your easement to minimize any impacts to the pipelines given the <br />plans proposed for this development? (Streets crossing over pipelines in <br />perpendicular manner.) <br />• What construction considerations do you feel the City should impose on contractors <br />working adjacent to your easement to minimize any impacts to the pipelines given <br />the plans proposed for this development? (Please note that the staff has <br />recommended that public right-of-way not be located within the Williams' easement <br />except for perpendicular crossings.) <br />= How will the grading proposed for this project affect the pipelines? <br />• If a leak or break occurs within your system, please describe how it is detected, <br />how it is discontinued, and an average response timelshutdown time to discontinue <br />flow. <br />• Where are the closest automatic closure devices located relative to this <br />development? (i.e. regulators, check valves, etc.) <br />= How will surface drainage proposed for this development is impacted by a large <br />volume release? <br />
