<br />301.3 Vacant structures and land. <br />All vacant structures and premises thereof or vacant land shall be maintained in a clean, safe, <br />secure and sanitary condition as provided herein so as not to cause a blighting problem or adversely <br />affect the public health or safety. <br />We could consider adding this type of provision in our codes. However, it may be too vague to be <br />enforceable. Another option would be to take another look at the entire International Property <br />Maintenance Code to see if it could address unresolved problems. Our codes are adequate to <br />cover this type of situation. The real issue here is trying to prevent the dumping activity and that has <br />proven difficult. In terms of the A&W site, our existing codes probably are adequate to allow us to <br />address the primary concern (grass, trash, parking lot maintenance, and out-of-date signage. The City <br />Council will need to comment on whether or not they believe other issues need to be addressed that our <br />codes currently don’t speak to. <br />
