MINUTES <br />PLANNING COMMISSION <br />OCTOBER 10, 2002 <br />Preserve Trail connect to Viking Drive and that there be outlots located on <br />either side of this street section. <br />Duray indicated that he is uncomfortable approving a preliminary plat that <br />under the worst-case scenario if there is a pipeline rupture, the cost to the <br />citizens of Little Canada could be $30,000. McDonell reported that there <br />is no reason whatsoever for Williams Pipeline to disturb the road. <br />The City Planner pointed out that every eventuality cannot be forecast; <br />therefore, Williams will preserve its easement rights. The Planner pointed <br />out the fact that Williams Pipeline is retaining the easement is an <br />indication that there is the potential the entire easement area is needed. <br />The Planner also noted that when the City acquires an easement, it takes <br />only as much as it needs because easements are expensive. <br />McDonell reported that Don Jensen at Williams indicated that Williams <br />will do everything it could not to disturb the road. McDonell stated that <br />Williams would have no need to go near the road should they have to <br />repair or do maintenance on their line. McDonell again indicated that <br />Williams is selling the pipeline. McDonell pointed out that moving the <br />road off the easement area will result in the loss of 5 to 6 lots for the slight <br />chance that Williams would have to disturb the road. <br />Duray reported that he has had experience with a pipeline rupture on his <br />property on Demont Avenue. Duray reported the details of that rupture <br />which was the result of a construction project. He noted that a heavy <br />crude was being pumped through the pipeline at the time of the rupture. <br />Williams had to dig 30 to 40 feet on either side of the pipeline in order to <br />make the necessary repairs and clean up the area. Duray suggested that if <br />gasoline had been involved, the extent of the trenching would have been <br />greater. <br />Barbara Allen asked if run-off from Preserve Trail would be directed north <br />to Preserve Court and then west to Outlot A. McDonell reported that the <br />area of Preserve Court and Preserve Trail is the high point. Run-off from <br />Preserve Trail will flow toward Viking Drive. <br />Allen noted two documents that indicate the pipeline easement on the back <br />of the Brausen property extends onto the Palmen property. Allen <br />indicated that Don Jensen of Williams had verified that information to her. <br />McDonell reported that Williams has indicated that this is not the case and <br />that the pipeline easement as shown on the diagram presented this evening <br />is accurate. <br />_7_ <br />
