Windows were <br />broken by rocks and/or balls and a picnic table was set on fire. Another window has been broken this <br />year already. The concession area window gate has also been broken into in the past. The cost to <br />repair all of the windows, picnic tables, and gates are over $1,500 in just the past two years. <br />After the spate of incidents last year, staff looked into putting security cameras at the park to help <br />prevent vandalism and make it easier to catch people who may still decide to vandalize the building <br />knowing there are cameras present. It was determined that there was a good line of site to the new <br />public works building, which would allow the Pioneer Park cameras to communicate back to <br />Roseville’s server via an antenna mounted on the roof of the park building and another antenna <br />mounted on the public works building. This eliminates the need to run a fiber optic line all the way to <br />the park building, which would be a significant cost. The antenna set up would also allow for the City <br />to install a Wi-Fi connection at the park if it wanted to do so. <br />The cameras will be monitored by the Public Works Director and can be accessed by smart phone if <br />necessary. There will be 30 days of stored footage, as is the case with the public works building. The <br />cameras only record when there is motion so that should save on the quantity of footage that needs to <br />be stored. They are high quality HD cameras just like those used at the public works building. <br />The quote for installing all of the cabling and other miscellaneous equipment for the cameras is $3,119. <br />The cameras cost about $750 each. There will be eight locations set up for cameras to properly cover <br />the area around the building. Beyond the purchase price there is also an annual license fee of $100 per <br />camera. The City’s annual camera license fees would be $1500 ($800 for Pioneer Park and $700 for <br />the seven existing public works shop cameras). There would also be a one-time cost of about $200 for <br />the wireless antenna work that would need to be completed. <br />The City budgeted $50,000 for security cameras throughout the City in 2016. There have been <br />discussions about installing cameras at City Hall, Spooner Upper Shelter, the Old Fire Hall, and the <br />skateboard park. Staff contacted Mr. Terre Heiser of Roseville IT and asked if putting a large project <br />together would give us any price breaks on the work. He said that there wouldn’t be any benefit to <br />putting a large project together from a price standpoint and it would actually make things more <br />difficult for the IT people to get it set up on their end. <br />8
