<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: April 22, 2016 <br /> <br />RE: Request to Support the Ramsey County: A Start by Believing Community <br />Initiative <br /> <br /> <br /> <br />St. Paul-Ramsey County Public Health and the Ramsey County Attorney’s Office have started a <br />new joint initiative called “Start by Believing” which is a national public awareness campaign <br />designed to improve the response to sexual violence survivors. Public Health Director Rina <br />McManus and County Attorney John Choi made a community presentation on April 13 <br />regarding the local campaign, “Ramsey County: A Start by Believing Community.” The goal of <br />the initiative is to partner with other county departments, local law enforcement, community <br />groups and residents to provide education, training and outreach to reduce the disbelief, shame or <br />blame sexual violence survivor’s encounter. <br /> <br />The Ramsey County Board of Commissioners has requested that all cities in Ramsey County <br />pass resolutions in support of this campaign. City Staff recommends the Council approve <br />Resolution 2016-4-74 in support of the Ramsey County: A Start by Believing Community <br />Initiative. <br /> <br /> <br />
