MINUTES <br />CITY COUNCIL WORKSHOP <br />MAY 25, 2016 <br />that he thinks the next generation of firefighters will drive if and how this <br />or any other changes to the department could happen. McGraw stated this <br />move needs to come from the fire department, not the City Council. <br />Fischer stated he was just thinking about this from an equipment sharing <br />standpoint, not changing City services. Assistant Chief Morelan stated that <br />it is already happening. He explained that only a couple of fire <br />departments have a dive team and a HazMat team, and that is all that is <br />needed because they will respond where needed. <br />Chief Smiley stated the new county -wide dispatch system has vehicle <br />locating and GIS capabilities, and they will be making more use of the <br />technology starting in the fall. He explained that for certain critical <br />incident types, such as structure fires and cardiac arrest, the closest fire <br />truck will be dispatched, no matter what city it is in. He stated that most <br />Ramsey County cities are participating in this new effort, including St Paul. <br />He stated that another County -wide effort is Project Life Saver. He <br />explained that the local Fire Departments in Ramsey County have taken it <br />over from the Sheriff's Department. He explained that a GPS tracking <br />device is given to certain people who have been determined to be <br />vulnerable. He noted that most of the participants are kids with issues who <br />wander, and there are a few elderly people with dementia. He stated that <br />they have had three call -outs in the last three months for this.
