STAFF REPORT

TO: Mayor Keis and Members of City Council

FROM: Joel Hanson, City Administrator
DATE: May 19, 2016

RE: Accept 100% Petition for Additional Water Service – 2947 Centerville Road

Jim Olson owns the property at 2947 Centerville Road. He will be processing a lot split application in
the near future. In discussing this situation with him, it was determined that a new water service from
the main to the property line will be needed for the new lot. Given that Centerville Road is under
construction, now is a perfect time to accomplish that improvement.

To that end, the City Engineer put together the attached letter documenting this situation; including
Mr. Olson’s agreement to pay for the service through an additional special assessment added to the
road project. The City Engineer also had Mr. Olson sign a petition for this improvement. Being the
petition is signed by 100% of the affected property owners, an improvement hearing is not needed.

Therefore, staff recommends that we accept the 100% petition for water service addition for
2947 Centerville Road, approve the feasibility report as evidenced by the City Engineer’s letter
of May 13, 2016, and acknowledge that the property owner has agreed to be assessed 100% of
the project costs for this improvement as evidenced by his acceptance of the City Engineer’s May
13th letter. We expect the total cost for this work to be $3,000. The final amount of this
improvement will be added to the road assessment for this property.

cc: Jim Olson
