MEMORANDUM <br /> <br /> <br />TO: Little Canada Planning Commission <br />FROM: Stephen Grittman <br />DATE: June 3, 2016 <br />RE: Little Canada – Rice at C Center – Little Caesar’s Drive Through <br />FILE NO: 758.09 – 16.11 <br />Report Update <br />The owner of the multi-tenant shopping center that sits just north of the CVS pharmacy at <br />Rice Street and County Road C is seeking a Conditional Use Permit to accommodate a drive- <br />through facility for a prospective tenant, Little Caesar’s Pizza. The tenant proposes to occupy <br />the north bay of the center, and provide drive-through window service through changes to the <br />north wall of the building. <br />As noted previously, the property is zoned B-3, General Business. Single Family Residential <br />abuts the property to the east, and a portion of the north property line. Also abutting to the <br />north is a small office/retail building zoned R-B, Residential Business. As noted, CVS <br />Pharmacy abuts the proposed location to the south. Restaurants are a permitted use in the <br />B-3 District – only the drive-through requires separate zoning approval through the CUP. <br />The site is guided in the Comprehensive Plan for commercial land uses, and the zoning is <br />consistent with the land use plan in this regard.
