<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: June 16, 2016 <br /> <br />RE: Little Caesar’s Conditional Use Permit Update <br /> <br />At the Planning Commission meeting on June 9th it was their recommendation to table the Conditional <br />Use Permit application for the Rice @ C Shopping Center to add a Little Caesar’s drive-through until <br />their July meeting. <br />This decision was the result of much discussion amongst the Commission members over concerns due <br />to crossing traffic lanes, general traffic flow around the site, and stacking of cars for the Valvoline Oil <br />Change. The Commission asked the Property Owner to review other possible routes for directing <br />traffic in and out of the center that would still accommodate a drive-through window on the north side <br />of the shopping center. Additionally, there were residents from Iona Lane and Rosewood Drive that <br />spoke to their concerns with the potential noise generated from the drive-through traffic and menu <br />board. Staff should mention that a petition was submitted from the abutting residential neighbors <br />requesting this matter be denied. The Property Owner was going to review the fencing and screening <br />around the site to see what additional measures could be taken to address these concerns. <br />At this time, city staff would request the City Council table action on the public hearing for the CUP <br />Amendment at the Rice @ C Shopping Center to allow the Property Owner time to prepare a new site <br />plan for review.
