<br />• The interest discount factor is subject to change based the City’s best estimates <br />of interest earning potential. <br />• The interest discount will be applied based on the example in Attachment A, <br />subject to the actual years remaining. <br />If the Council concurs and adopts this policy, we will inform all owners with outstanding assessments <br />financed by the bond issue of this provision. (Note: there are deferred assessments that can be paid off <br />early because they were not financed by the bond issue.) <br />Related to this recommendation is an additional correction we need to make to the payoff calculation <br />for Unit #223 that we approved earlier this year. In that calculation, I did not allow for any <br />discounting of the interest payments being made. I only allowed for the principal amount. Therefore, <br />if we adopt this policy, I will advise the owner of the additional discount he would be entitled to should <br />he prepay the active assessment before November 15th of this year.
