CITY OF LITTLE CANADA, MINNESOTA <br />MANAGEMENT’S DISCUSSION AND ANALYSIS <br />YEAR ENDED DECEMBER 31, 2015 <br /> <br /> <br /> <br />(21) <br /> <br />Business-Type Activities <br />Business-Type Activities had an overall decrease in net position of $73,213. One of the biggest <br />expenses is depreciation (non-cash expense) within the water and sewer funds. Operating costs <br />decreased $212,897 in the Water Fund due to the painting of the City’s water tower in 2014. To <br />facilitate the painting project, the city had to shut down its only water tower and obtain water from the <br />City of Roseville. This resulted in a higher static water pressure being maintained in the system. That <br />caused a number of system leaks that required repairs. In addition, the St. Paul Regional Water Service <br />refunded the City $135,768 in 2015, based on a system fee study done in 2011 with the rebate applied <br />from 1/1/2013 going forward.
