<br /> <br />Memo <br /> <br />TO: Honorable Chair and Planning Commission Members <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: July 27, 2016 <br /> <br />RE: Taco Johns/Subway Site <br /> <br /> <br />The planning report for the Taco Johns site recommends approval with three conditions. <br />One of which is compliance with the terms of the City Engineer’s review of the final plan <br />set. Based on review of the plans included with the planning report it does not appear <br />that most of our comments have been addressed. We have reviewed the latest set and <br />would offer the following comments. <br /> <br /> <br />Layout Plan <br />1. Our previous review letter included the following comment <br />There was no indication of traffic flow direction on the layout plan and for the <br />purposes of our comments we have assumed that the Drive Thru would function <br />as a one way aisle and all other areas of the lot would be two way traffic. <br />a. The Drive Thru width is shown as 18 feet back of curb to back of curb. <br />This width should be revised to provide 18 feet from face of curb to face of <br />curb to meet the required 18 foot one way drive aisle requirement. <br />b. Several two way drive aisles are labeled as 22 feet wide. City ordinance <br />requires 24 foot drive aisles and this dimension would be from face of <br />curb to face of curb or back of parking stall. <br />c. The total 40 foot back of curb to back of curb width on the west side of the <br />building is insufficient for 18 foot parking stalls and a 24 foot two way drive <br />aisle. The required width is 42 feet face of curb to face of curb. <br />Based on the planning report it appears that all drive aisles are proposed to <br />remain at the 22 foot width. We would just reiterate that City code requires a <br />minimum driveway width of 24 feet for two way traffic and 18 feet for one way <br />traffic. <br /> <br />2. A turnaround should be provided at the north end of the drive aisle on the <br />west side of the building to allow a vehicle to turn around if there is no <br />2
