MINUTES
PLANNING COMMISSION
AUGUST 11, 2016

- 3 -

Duray asked if there would be a review of the property when the license is
due. The Associate Planner stated that sight inspections are conducted for
all outdoor storage licenses. Buesing asked if stating only emergency
vehicles is too broad since it could include fire trucks which are a lot
bigger. He stated that if the code is being modified, it is not too wide open
for vehicles that were not intended. The City Planner stated the code is
written where it limits the outdoor space square footage allowed to store
the vehicles, so they would be able to store less big fire trucks versus more
ambulances.

Bob Haselman, owner of Everest Emergency Vehicles, stated that when it
is time for a customer to buy a new emergency vehicle, his staff brings a
vehicle to the customer to review the layout and equipment needs. He
stated they will install a fence around the rear yard with gates on both
sides. Duray asked what they will do inside of the building. Mr.
Haselman stated they do the outfitting of squad cars and ambulances with
the specialized equipment inside, and there will be office space. He noted
that this building is bigger than their current space so they will be able to
keep most things inside. Sandell asked what situation would warrant the
need to store an inoperable vehicle. Mr. Haselman stated that if vehicles
are in an accident, they first come to their shop to be prepped to send off
for body work or engine repair, and then brought back to be outfitted with
the specialized equipment again. He stated that he has no issues with any
of the conditions listed in the staff report.

There were no comments from the public.

Duray recommended approval of the Text Amendment to add Emergency
Vehicle Sale/Storage Lot with Ancillary Outfitting Services to the I-P,
Industrial Park Zoning Code as a Conditional Use, as stated in the
Associate Planner’s report.

Motion seconded by Davison.

Motion carried 5-0.

Duray recommended approval of a Conditional Use Permit for Everest
Emergency Vehicles, Inc. for an Emergency Vehicle Sale/Storage Lot
with Ancillary Outfitting Services subject to the condition stated in the
Associate Planner’s report.

Motion seconded by Sandell.

Motion carried 5 – 0.
