assessment policy outlines that the storm sewer improvements are not assessed,
however we are not proposing full urbanization of the Industrial Park streets due to the
existing conditions, therefore these storm costs along with the street costs would be fully
assessed. The storm sewer in Spruce Street would improve drainage on the street
thereby benefiting all properties, but any ditch cleaning or replacement of the storm line
along 3137 Spruce adds benefit to only specific properties. At this time we are
recommending that the City Council call for a new public hearing for Spruce Street on
September 12th if you feel that any of the costs should be assessed to the Industrial Park
properties.

If you have any questions regarding the drainage patterns in the area or the proposed
improvements recommended please feel free to call me at 763-780-0450, Ext 3.
15
