<br /> <br />City’s Role in Redevelopment: It may also be good to have a philosophical discussion about how <br />aggressive/involved should the city be in promoting redevelopment, especially as it relates to land <br />assembly. We have been fairly aggressive in the past with projects like Rice & Little Canada Road, <br />the Vroom site, Parkview Court, Pine Tree Ponds, and Owasso/Woodlyn. I want to make sure I <br />understand how the Council wants me to proceed when opportunities arise so I’m not misspeaking to <br />prospective developers. <br /> <br /> <br />Housing Rehab Program: Attachment #4 is a draft proposal from the Housing Resource Center for <br />the establishment of a housing rehab program. I would like to review this proposal and discuss some <br />of the various concepts with you to determine if we want to move forward with this or not. I believe <br />we have a solid funding option, but you need to be comfortable with that approach. <br /> <br /> <br />Changes to Boulevard Restoration Specs: One of the most challenging aspects of street projects is <br />boulevard restoration. In the past, we have used sod. This is an expensive option that experience <br />marginal success due to improper soil preparation and lack of watering for a sufficient period of time <br />beyond the warranty period by the homeowner. In one case I can think of, the sodded area died two <br />summers later during a drought period. <br /> <br />We then moved to using seed to re-establish boulevard turf. This option is less costly and once the <br />grass establishes, it is more adapted to the existing conditions and will do better with inconsistent <br />maintenance. However, some cases of poor soils used in seed bed preparation and watering during the <br />growth of young grass plants have also caused some problems. <br /> <br />A professional acquaintance of mine mentioned their city’s more specialized specifications to help <br />address these concerns. (It is more costly than our current seeding specs.) This person is a city <br />administrator who has also been a city engineer. I asked him for a copy of these specs, but I haven’t <br />received them yet. Assuming I get them by Wednesday, I would like to briefly review them and <br />determine is this is something we should pursue. <br /> <br /> <br />Action Plan Status Report: Attachment #5 is the 2016 Action Plans we adopted earlier this year. <br />We can discuss where we are at with each of them and any modifications that are necessary. <br /> <br /> <br />Old Fire Hall Update: Staff asked Dick Krumm of RVK Architects to take a look at the Old Fire <br />Hall and give us some options for exterior upgrades. We met with him a few weeks ago, but I still <br />haven’t received a final report. We placed $200,000 in the 2017 General Capital Improvement Fund to <br />address this issue. I will try to have some updated information available for Wednesday’s meeting. <br /> <br /> <br />Other: We can talk about any other general items you have concerns/questions about. <br /> <br /> <br />
