ATTACHMENT #2 <br /> <br /> <br />NEIGHBORHOOD MEETING MINUTES <br />TWIN LAKE LAND DEVELOPMENT <br />THURSDAY, FEBRUARY 8, 2007 <br />6:30 P.M. <br /> <br /> <br />The City Administrator welcomed those present to the neighborhood to discuss the City’s <br />development of the 4.63-acre parcel located on the north side of Twin Lake Boulevard <br />and west of Banker’s Drive. This is the second meeting held on this topic. (The first was <br />on 7/20/05.) <br /> <br />The City Administrator introduced himself and Mr. Steve Grittman, the City Planner. <br /> <br />The City Administrator stated that the consensus after the last neighborhood meeting <br />favored the construction of townhome or single family for the site. Multiple family <br />(senior housing) was not felt to be a good use. He went on to explain that the City had <br />taken proposals for the sale of some land along County Road B. We received a proposal <br />for an assisted living senior project. While the City Council did not like that location for <br />an assisted living project (due to the commercial/industrial nature of the area), they did <br />feel the concept had merit. Specifically, they liked the potential for residents to continue <br />to age in the community through assisted living when independent living was not <br />possible and nursing home care was not needed. As a result, the Council asked staff to <br />discuss this idea with the Twin Lake area relative to the parcel of land we own. <br /> <br />The City Administrator emphasized that this is not traditional senior housing. He handed <br />out some materials that defined assisted living and provided a comparison of the different <br />types of senior housing. (See copy attached.) He also presented the schematic drawing <br />for the assisted living proposed on the County Road B site to give those present an idea <br />of what one may look like. (He did caution those present that this drawing should not be <br />construed as the specific project, as other options are possible.) <br /> <br />The City Administrator also reviewed the traffic access concepts that staff felt made <br />sense for whatever project was chosen. Specifically, that a street be constructed on the <br />north side of the parcel with access from Banker’s Drive and Twin Lake Boulevard. The <br />benefits of this approach are that the need for multiple access points on Twin Lake <br />Boulevard is minimized, the road would help buffer 5 Star Estates from this project <br />(especially if coupled with plantings/screenings along the north property line, and the <br />road may help address the grade differential issues that exist along Twin Lake Boulevard <br />and this parcel. <br /> <br />The City Planner also discussed trip generations from various developments. He noted <br />that an assisted living project would generate about three trips per day per unit. A single <br />family home generates about 10 trips per day. Thus, a 40 unit assisted living project
