<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Bill Dircks, Public Works Director <br /> <br />DATE: September 8, 2016 <br /> <br />RE: Fill Permit for 2446 McMenemy Street <br /> <br />Mr. Zach Pleiss with Greenscape Companies submitted an application for a fill permit for 2446 <br />McMenemy Street. Greenscape is doing some landscaping in the backyard of the property and part of <br />the plan is to get the backyard more level so a patio can be installed along with some other features. <br />The leveling will require approximately 135 cubic yards of fill. Greenscape plans on using black dirt <br />as the fill material. <br /> <br />The City Engineer has reviewed the plan and has approved the fill and the proposed final grade. It will <br />not affect drainage to any of the neighboring properties since most of those properties drain onto the <br />St. Paul Regional Water Services property to the east, which sits quite a bit lower. The City Engineer <br />did comment that the proposed stairs should be pulled back off of the property line but that is unrelated <br />to the fill permit. <br /> <br />Staff recommends that the City Council approve the fill permit for 2446 McMenemy Street for 135 <br />cubic yards of black dirt. <br /> <br />
