<br /> 601-9 <br />(b) the area is cut at least once per year to a height of no more <br />than 10 inches, if weeds cover more than 25 percent of the area; <br />and <br />(c) a sign is posted on the property in a location likely to be seen <br />by the public, advising that a meadow or prairie is being <br />established. This sign is required only if the meadow vegetation is <br />in an area likely to be seen by the public. This sign must be in <br />addition to any sign permitted by the sign ordinance but must be no <br />smaller than ten inches square, no larger than one square foot, and <br />no higher than three feet tall. The sign is no longer required when <br />weeds cover 25 percent or less of the area. <br />4. Declaration of public nuisance. The following are public nuisances subject to <br />abatement under this chapter: <br /> a. noxious weeds; <br />b. vegetation that does not meet the maintenance standard specified in paragraph <br />3 above; and <br /> <br /> <br /> 601.080 BUILDING MAINTENANCE AND APPEARANCE <br /> <br />1. Declaration of nuisance. Buildings, fences, and other structures that have been so <br />poorly maintained that their physical condition and appearance detract from the <br />surrounding neighborhood are declared to be public nuisances because they (a) are <br />unsightly, (b) decrease adjoining landowners' and occupants' enjoyment of their property <br />and neighborhood, and (c) adversely affect property values and neighborhood patterns. <br /> <br />2. Standards. A building, fence, or other structure is a public nuisance if it does not <br />comply with the following requirements. <br />a. No part of any exterior surface may have deterioration, holes, breaks, gaps, <br />loose or rotting boards or timbers. <br />b. Every exterior surface that has had a surface finish such as paint applied must <br />be maintained to avoid noticeable deterioration of the finish. No wall or other <br />exterior surface may have peeling, cracked, chipped or otherwise deteriorated <br />surface finish on more than 20 percent of: <br /> (1) any one wall or other flat surface; or <br />(2) all door and window moldings, eaves, gutters, and similar projections <br />on any one side or surface. <br />c. No glass, including windows and exterior light fixtures, may be broken or <br />cracked, and no screens may be torn or separated from moldings. <br />d. Exterior doors and shutters must be hung properly and have an operable <br />mechanism to keep them securely shut or in place.
