<br /> <br /> <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br /> <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Stephen Grittman <br /> <br />DATE: September 2, 2016 <br /> <br />RE: Little Canada – Tri-State Bobcat Planned Unit Development <br />Rezoning; Zoning Ordinance Text Amendment, Architectural <br />Review <br /> <br />FILE NO: 758.09 – 16.17 <br /> <br /> <br />Background and Analysis <br /> <br />Tri-State Bobcat, currently located in the Ryan Industrial Park at 3101 Spruce Street, is <br />seeking to relocate to the former Bally’s fitness facility at 71 Minnesota Avenue. To occupy <br />that space, the applicant will need to rezone the property from its current B-3, General <br />Business designation to a district that will both accommodate the proposed use, and continue <br />to be compatible with the surrounding land uses and the directions of the Comprehensive <br />Plan. Toward that end, the applicants are seeking a rezoning to the PUD, Planned Unit <br />Development zoning district, which provides the potential for more flexibility. <br /> <br />The PUD District allows most, but not all, of the land uses allowed in other districts in the City. <br />A category excluded from this list is the service, repair, and sales, of motor vehicles. The <br />proposed business will service and sell motorized construction equipment, some of which <br />may require licensing as motor vehicles. To clarify that this exclusion will not prohibit the <br />applicant’s proposed operation, an amendment to the PUD District is being pursued that <br />would limit the excluded uses to motor vehicles designed and licensed for operation on public <br />roadways. <br />
