MINUTES OF THE REGULAR MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />SEPTEMBER 14, 2016 <br />Pursuant to due call and notice thereof a regular meeting of the City <br />Council of Little Canada, Minnesota was convened on the 14th day of <br />September, 2016 in the Council Chambers of the City Center located at 515 <br />Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 7:30 p.m. and the following <br />members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor <br />Mr. John Keis <br />Council Member <br />Mr. Tom Fischer <br />Council Member <br />Mr. Christian Torkelson <br />Council Member <br />Mr. Mike McGraw <br />Council Member <br />Mr. Rick Montour <br />ALSO PRESENT: City Administrator <br />Mr. Joel R. Hanson <br />Finance Director <br />Ms. Sharon Provos <br />Associate Planner <br />Ms. Jessica Jagoe <br />City Clerk <br />Ms. Heidi Heller <br />MINUTES Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2016-9-144—APPROVING THE MINUTES OF <br />THEAUGUST 24, 2016 WORKSHOP AND AUGUST 24, 2016 <br />REGULAR COUNCIL MEETING AS SUBMITTED. <br />The foregoing resolution was duly seconded by McGraw. <br />Ayes (5). <br />Nays (0). Resolution adopted. <br />2017 The Finance Director stated the 2017 preliminary budget is before the <br />PRELIMINARY Council tonight with a proposed 2.76% gross levy increase and 2.78% net <br />BUDGET levy increase. She stated this reflects an $81,183 increase in the gross levy <br />DISCUSSION plus an increase in the City's fiscal disparities distribution, and keeping the <br />same amount of Local Government Aid. She explained that the Council <br />could choose to increase the levy in order to reduce the amount of <br />dependence on Local Government Aid. She stated that there are not many <br />changes in revenues for 2017, and expenses are up 2.9%. The Finance <br />
