MINUTES OF THE WORKSHOP MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />SEPTEMBER 14, 2016 <br />Pursuant to due call and notice thereof a workshop meeting of the City <br />Council of Little Canada, Minnesota was convened on the 14th day of <br />September, 2016 in the Council Chambers of the City Center located at <br />515 Little Canada Road in said City. <br />Mayor John Keis called the meeting to order at 6:00 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: Mayor Mr. John Keis <br />Council Member Mr. Tom Fischer <br />Council Member Mr. Christian Torkelson <br />Council Member Mr. Mike McGraw <br />Council Member Mr. Rick Montour <br />ALSO PRESENT: City Administrator Mr. Joel Hanson <br />City Cleric Ms. Heidi Heller <br />The purpose of this evening's meeting is for the City Council to hear <br />information updates from Staff regarding redevelopment in the City, new <br />housing rehabilitation program, and a status update on the 2016 Council <br />goals and action plans. <br />DEVELOPMENT <br />The City Administrator stated that the City received this 4.63 acre parcel <br />OF CITY -OWNED <br />through tax forfeiture in the 1980's, but it did not have much development <br />TWIN LAKE <br />value until there was city sewer and water available in the area, and then <br />LAND OFF TWIN <br />the housing market collapsed in 2008. He explained the challenges for <br />LAKE <br />this site are that it is adjacent to the Five Star Estates manufactured home <br />BOULEVARD <br />park, and the grade along Twin Lake Boulevard is several feet lower than <br />the road. He stated that he recommends doing an appraisal if the Council <br />has interest in selling it. He stated the City could suggest some general <br />use guidelines and open it up for responses from developers, unless the <br />Council wants to be specific about what they want here. The City <br />Administrator stated he believes that there were no use restrictions put on <br />the land when the City received it, but noted he will check into it before <br />ordering an appraisal. There was Council consensus to move forward with <br />an appraisal and preparation for the sale and development of the city - <br />owned land off of Twin Lake Boulevard. <br />
