MINUTES <br />CITY COUNCIL WORKSHOP <br />SEPTEMBER 14, 2016 <br />CHANGES TO The Workshop resumed at 10:12pm. The City Administrator stated that <br />BOULEVARD the City has tried different methods for successfully growing grass in the <br />RESTORATION boulevards after construction projects. He explained that he had received <br />SPECS information from another city and asked the City Engineer look at the <br />suggestions. He stated the City Engineer sent a memo outlining his <br />comments. There was Council consensus to look further into other <br />methods for boulevard restorations. <br />2016 GOALS & The City Administrator reviewed the 2016 Council goals and action plans, <br />ACTION PLAN and provided status updates for each. He stated that for the most part, the <br />STATUS organized collection contract submittals look ok, but he is going to look <br />REPORT further into the tipping fees. Torkelson suggested giving haulers that are <br />meeting the City's expectations a larger territory. Keis stated that he did <br />not want to cause issues with changing haulers for the customers. Fischer <br />stated if there are not many complaints, it is not worth making changes. <br />OLD FIRE HALL The City Administrator stated that he has received some information about <br />UPDATE the exterior rehabilitation of the Old Fire Hall from Dick Krumm, RVK <br />Architects. He explained that Mr. Krumm does not recommend putting <br />EIFS on the exterior. He noted that there is $200,000 in the budget for the <br />building improvements. McGraw suggested having at least some of the <br />committee members review these suggestions. He stated that if there is <br />this much work being done to the building, it might as well be made as <br />close to the original look as possible. There was Council consensus for <br />the exterior updates be done to look as close to the original building as <br />possible, and to ask the Old Fire Hall improvements committee to review <br />the information and make a recommendation to the Council. <br />OTHER Keis asked if the Parks & Recreation position job description had been <br />updated. The City Administrator stated a draft had been prepared and the <br />Parks & Recreation Commission reviewed it at their last meeting.
