MINUTES <br />CITY COUNCIL <br />SEPTEMBER 28, 2016 <br />REPLACEMENT <br />The Public Works Director stated that the windows, window frames and <br />OF WINDOW <br />doors at the Demont Ice Rink Shelter are in disrepair. He explained that he <br />FRAMES, <br />received replacement estimates and the bids came in higher than the <br />WINDOWS AND <br />amount budgeted. He stated that Staff is proposing further discussion <br />DOORS AT THE <br />about the amount of usage that this rink actually gets before spending <br />DEMONT ICE <br />$13,000 on building repairs. Keis asked if there are short term things that <br />RINK SHELTER <br />need to be done to the building to get by this winter. The Public Works <br />Director stated there should be no problems, but they will make sure. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-9-164 - NOT APPROVING FUNDS AT THIS <br />TIME TO REPLACE WINDOWS AND DOORS AT THE DEMONT <br />ICE RINK SHELTER AND FURTHER EXAMINING THE USE OF <br />THIS B UILDING. <br />The foregoing resolution was duly seconded by McGraw. <br />Aye (5). <br />Nays (0). Resolution declared adopted. <br />McGraw introduced the following resolution and moved its adoption: <br />REVIEW PARKS The City Administrator stated there has been discussion with the Parks & <br />& RECREATION Recreation Commission, and with City Staff, and Council member Fischer <br />POSITION JOB also made some suggestions about the organization of the description. He <br />DESCRIPTION noted that Staff has still not titled the position at this point. Keis stated that <br />under long-range plans of Parks and Recreation facilities, he would like to <br />also add "long range plans of programs." He suggested adding "and <br />recreation service offerings." <br />Fischer stated that he feels if the title is a director, strategic planning is <br />expected, versus a lower titled position probably would not be as involved <br />in those duties. Fischer asked how the position would be posted without a <br />title. McGraw asked if Staff knows what other job duties this position will <br />incorporate. The City Administrator stated the other duties will depend on <br />who the candidates are and their skill set. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTION 2016-9-165 -APPROVING THE UPDATED PARKS & <br />RECREATION JOB DESCRIPTIONAS PRESENTED BY THE CITY <br />ADMINISTRATOR, WITH THE ONE RECOMMENDED ADDITION <br />REGARDING LONG-RANGE PLANNING. <br />
