MINUTES CITY COUNCIL SEPTEMBER 28, 2016 REPLACEMENT The Public Works Director stated that the windows, window frames and OF WINDOW doors at the Demont Ice Rink Shelter are in disrepair. He explained that he FRAMES, received replacement estimates and the bids came in higher than the WINDOWS AND amount budgeted. He stated that Staff is proposing further discussion DOORS AT THE about the amount of usage that this rink actually gets before spending DEMONT ICE $13,000 on building repairs. Keis asked if there are short term things that RINK SHELTER need to be done to the building to get by this winter. The Public Works Director stated there should be no problems, but they will make sure. Keis introduced the following resolution and moved its adoption: RESOLUTION 2016-9-164 - NOT APPROVING FUNDS AT THIS TIME TO REPLACE WINDOWS AND DOORS AT THE DEMONT ICE RINK SHELTER AND FURTHER EXAMINING THE USE OF THIS B UILDING. The foregoing resolution was duly seconded by McGraw. Aye (5). Nays (0). Resolution declared adopted. McGraw introduced the following resolution and moved its adoption: REVIEW PARKS The City Administrator stated there has been discussion with the Parks & & RECREATION Recreation Commission, and with City Staff, and Council member Fischer POSITION JOB also made some suggestions about the organization of the description. He DESCRIPTION noted that Staff has still not titled the position at this point. Keis stated that under long-range plans of Parks and Recreation facilities, he would like to also add "long range plans of programs." He suggested adding "and recreation service offerings." Fischer stated that he feels if the title is a director, strategic planning is expected, versus a lower titled position probably would not be as involved in those duties. Fischer asked how the position would be posted without a title. McGraw asked if Staff knows what other job duties this position will incorporate. The City Administrator stated the other duties will depend on who the candidates are and their skill set. Keis introduced the following resolution and moved its adoption: RESOLUTION 2016-9-165 -APPROVING THE UPDATED PARKS & RECREATION JOB DESCRIPTIONAS PRESENTED BY THE CITY ADMINISTRATOR, WITH THE ONE RECOMMENDED ADDITION REGARDING LONG-RANGE PLANNING.
