MINUTES <br />PLANNING COMMISSION <br />AUGUST 11, 2016 <br />TEXT <br />The Associate Planner reported that Bob Haselman, owner of Everest <br />AMENDMENT TO <br />Emergency Vehicles, has requested a text amendment to allow Motor <br />ALLOW MOTOR <br />Vehicle Sales and Motor Vehicle Repair Minor as a Conditional Use <br />VEHICLE <br />within the I -P zoning district. She stated they are also seeking a <br />RETAIL SALES <br />Conditional Use Permit for outdoor storage within the rear yard at 8 South <br />AND MOTOR <br />Owasso Boulevard. She explained that this parcel and all adjacent parcels <br />VEHICLE <br />are zoned I -P, Industrial park. The Associate Planner stated that Everest <br />REPAIR MINOR <br />Emergency Vehicles sells and outfits emergency vehicles for government <br />IN THE I -P <br />and nonprofit agencies. She explained that they sell new and used <br />DISTRICT & <br />emergency vehicles only, and primarily ambulances. She stated that the <br />CONDITIONAL <br />applicant has stated that they do not handle any other type of vehicle sales, <br />USE PERMIT — <br />but due to the State Dealer Licensing language, they must have a motor <br />FOR <br />vehicle sales license. <br />ACCESSORY USE <br />OUTDOOR <br />The Associate Planner explained that in addition to the sales portion of <br />STORAGE; <br />their business, Everest also outfits emergency vehicles with the specialized <br />8 SOUTH <br />equipment that is needed for the vehicles to be ready for 9-1-1 services. <br />OWASSO BLVD, <br />She stated that the repair work they perform consists of interior <br />EVEREST <br />reconfiguration, installation of radios, computers, mobile display <br />EMERGENCY <br />terminals, and similar equipment, and wiring. The Associate Planner <br />VEHICLES, BOB <br />noted that when City Staff toured the applicant's current location in St. <br />HASELMAN <br />Paul, staff did not observe any repairing of parts, body work or engine <br />work being done, and there were no tools that would allow actual vehicle <br />repair, only equipment for the installation and repair of the specialized <br />emergency vehicle equipment. <br />The Associate Planner explained that the applicant has requested a text <br />amendment to the zoning code that would allow for emergency vehicle <br />sales and repair, which is not currently permitted in the I -P zoning district. <br />She stated that besides the text amendment request, the applicant is also <br />seeking approval of a conditional use permit that would allow for outdoor <br />storage of up to 12 emergency vehicles in the rear of the property. She <br />noted that the rear yard is currently surrounded by a fence, and the <br />applicant has indicated that screening would be added to the fence gates <br />on either side of the building to ensure that any outdoor storage is not <br />visible from the street. <br />The Associate Planner stated that this would be a new classification in the <br />I -P zoning code, and Staff has drafted language that is specific to <br />emergency vehicle sales and storage lot with ancillary outfitting services <br />only so that the use could not be expanded or interpreted to included <br />additional uses. She noted that an annual city license for this use would be <br />created and is required. Staff believes this would be a low impact use to <br />the industrial area, and would be compatible with the I -P, Industrial Park <br />District intent. <br />-2- <br />
