<br /> <br /> <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br /> <br /> <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Stephen Grittman <br /> <br />DATE: November 4, 2016 <br /> <br />RE: Little Canada – Franzen-Winter Townhouses <br /> Development Stage PUD - Update <br /> <br />FILE NO: 758.09 – 16.19 <br /> <br /> <br />Background and Analysis <br /> <br />The Planning Commission first considered this PUD in concept form in late summer. <br />Following both Commission and City Council review, the applicant proposed a Development <br />Stage PUD plan generally based on the concept stage, with some modifications made per <br />concept review comments from the City. <br /> <br />Some issues remained outstanding, however, and the Planning Commission tabled action on <br />the Development Stage approval, asking the applicant to make further revisions. The <br />applicant has updated a number of the plans, and is seeking the Development Stage PUD <br />approval at this time. <br /> <br />For PUD (Planned Unit Development), the ordinance lays out a 3-stage approval process. <br />The first, Concept Stage, is intended to provide the City with the opportunity to comment on <br />the preliminary proposal, identifying issues and considerations that the applicant should take <br />into account as more detailed plans are produced for later review. At Development Stage <br />PUD, the applicant prepares the full detailed plan set, with complete grading, landscaping, <br />building, and other plans necessary to fully explain and understand the project. The <br />Development Stage plans are to include consideration for the Concept Stage comments, and <br />reflect the details of the entire project. Both Concept Stage and Development Stage get full <br />public review. <br />
