MINUTES <br />CITY COUNCIL WORKSHOP <br />NOVEMBER 16, 2016 <br />and wait on the rest of the exterior improvements to reduce that budget <br />amount. There was consensus among the Council and Parks & Recreation <br />Commissioners to do this. Montour suggested using the City's 10% <br />gambling funds for one of the park playgrounds and spreading the <br />$300,000 out over five years. Fischer agreed with this. There was <br />consensus to reduce the Old Fire Hall exterior repairs amount to $85,000, <br />remove the new driveway at the Old Fire Hall, use the Parkland <br />Acquisition Fee fund money for the Pioneer Park playground, and move <br />the purchase of a dump truck to 2022. <br />A revised budget sheet will be prepared and forwarded to the Commission <br />and City Council for discussion at their upcoming meetings. <br />DISCUSS THE The City Administrator stated that the job description has been approved <br />PARKS & <br />by the Parks & Recreation Commission and City Council. He stated that <br />RECREATION <br />social media is also a key component of this job along with the parks and <br />JOB <br />recreation duties. He explained that the 2017 parks & recreation budget <br />DESCRIPTION <br />was the same amount as this year, planning for a half time director and <br />AND <br />two part-time coordinators. He stated that there is not enough money in <br />TRANSITION <br />the budget for a full-time person all year, and there is only about $60,000 <br />PLAN <br />available for this salary in 2017. He explained that the job specifics would <br />be firmed up when we see the qualifications of the selected candidate. He <br />noted that the Council will need to decide what to do with the timing of <br />hiring and making the budget work. McGraw stated that the Council <br />supports parks and recreation and will not let it fall behind. <br />Morelan stated that he is very concerned about the parks and recreation <br />programming in the City, and hasn't heard what the transition planning is <br />going to be. The City Administrator stated that Staff has not been able to <br />do any transition planning because they did not know when Morelan was <br />going to actually be leaving, and the budget will determine what can be <br />done with staffing. The Parks & Recreation Commission will get more <br />information on the transition plan at their December meeting, and can <br />review any additional suggestions to the job description. <br />ADJOURN There being no further business, the meeting was adjourned at 7:33 p.m. <br />Jo .
