MINUTES OF THE SPECIAL MEETING <br />CITY COUNCIL <br />LITTLE CANADA, MINNESOTA <br />NO VEMBER 21, 2016 <br />Pursuant to due call and notice thereof a special meeting of the City <br />Council of Little Canada, Minnesota was convened on the 21St day of <br />November, 2016 in the Old Fire Hall meeting room located at 440 Little <br />Canada Road in said City. (Note: The meeting was moved from City Hall <br />to the Old Fire Station. Notices were posted at City Hall and the start <br />times for the meetings were delayed to allow for people to snake the <br />change.) <br />Mayor John Keis called the meeting to order at 5:40 p.m. and the <br />following members of the City Council were present at roll call: <br />CITY COUNCIL: <br />ALSO PRESENT: <br />Mayor <br />Council Member <br />Council Member <br />Council Member <br />Council Member <br />City Administrator <br />City Engineer <br />City Clerk <br />Mr. John Keis <br />Mr. Tom Fischer <br />Mr. Christian Torkelson <br />(arrived at 6:05) <br />Mr. Michael McGraw <br />Mr. Rick Montour <br />Mr. Joel Hanson <br />Mr. Lee Elfering <br />Ms. Heidi Heller <br />IMPROVEMENT Mayor Keis opened the Assessment Hearing to consider the adoption of <br />NO. 2015-03 special assessments for Improvement No. 2015-03, Country Drive (400' <br />COUNTRY east of Rice Street to Railroad Tracks) by cold in-place recycling and <br />DRIVE paving including concrete curb and gutter repair, storm sewer <br />improvements, and watennain maintenance. <br />Keis stated that the Council may want to consider lowering the interest <br />rate for the 10 year payback period since rates are fairly low right now. <br />The City Administrator stated he had initially indicated the rate would be <br />4.25%. <br />Montour introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2016-11-196 — SETTING THE 2015 AND 2016 <br />STREET IMPROVEMENT PROJECTS ASSESSMENT INTEREST <br />RATE AT 3.75%. <br />
