<br /> <br /> <br />Memo <br /> <br /> <br />TO: Honorable Mayor and City Council <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: October 11, 2016 <br /> <br />RE: 2015 Street Improvement Project <br />Supplemental Agreement #1, #3, #4 <br /> <br /> <br />As the Council is aware the City’s 2015 Street Improvement project includes the <br />reconstruction of Centerville Road. The project is nearing completion, but there have <br />been some changes that have either been requested to provide for a better overall <br />project or to address conditions that have been encountered in the field. Below is a <br />summary of three Supplemental Agreements that address the field changes to the <br />project. <br /> <br />Supplemental #1 – Select Granular Borrow <br />The existing subgrade soil conditions encountered north of the Pioneer Park parking lot <br />on Centerville Road required the addition of fabric, select granular borrow, and drain tile <br />to provide an adequate base for street construction. As Centerville Road is a County <br />road, Ramsey County will be responsible for 78% of the cost of this work and the City’s <br />share is 22% as indicated on Supplemental Agreement #1. <br /> <br />Supplemental Agreement #3 – Sidewalk/Trail Revision <br />The original plans included the replacement of the existing bituminous trail along <br />Centerville Road from just north of the lower Fire Hall driveway up to Eli Road due to <br />project impacts. The replacement cost for the trail was to be borne by the County as the <br />impacts to the existing trail were related to the road construction. With a significant <br />portion of the bituminous trail segment from Little Canada Road to Eli Road being <br />impacted and with the upgrade of the roadway to an urban section, City Staff felt that the <br />entire section of bituminous trail from Little Canada Road to Eli Road should be removed <br />and reinstalled as concrete sidewalk with this project. As this is a City request the <br />County has indicated that the additional costs for this work will be the responsibility of <br />the City. <br /> <br /> <br /> <br /> <br />10
