Based on the building façade along Rice Street, the 15% of signage allowed for Mama <br />T’s Castle Tap would be 80.52 square feet. <br /> <br /> Gross Area Building Silhouette – <br /> 32’.6” x 15’x4” = 498.32 sq. ft. <br /> 23’3” x 1’ = 23.25 sq. ft. <br /> 15’.3” x 1’ = 15.25 sq. ft. <br /> Total Building Front = 536.82 square feet <br /> x 15% is 80.52 square feet of signage allowed <br /> <br />The existing freestanding sign on the property consists of two cabinet signs that total 78.38 square feet <br />of signage. This is not including the sign on the freestanding post which advertises “free popcorn”. <br />Per the Property Owner this advertisement will be removed. Signart has applied for a sign permit that <br />was approved by city staff on September 8th to upgrade the existing freestanding sign and remove the <br />white background sign that did not comply. The upper cabinet will be a backlit panel sign that Mama <br />T’s has proposed to reface with a new logo that has a blue background to comply with the City’s <br />architectural guidelines. Then the lower cabinet currently has a manual reader board that Mama T’s <br />will be replacing with a dynamic sign (i.e. electronic reader board). The Property Owner has requested <br />to move forward with this permit prior to this variance request being reviewed in order to get the <br />freestanding sign into compliance. <br /> <br />The existing freestanding sign uses almost all of the signage allowed by code for this property. After <br />allowing for the freestanding sign calculation it leaves this property only about two (2) square feet of <br />signage before reaching the 15% maximum allowed by code. The variance request by Mama T’s is to <br />allow for an additional 18 square feet of signage in excess of that allowed by code in order for the <br />applicant to install a wall sign on the building facing Rice Street. The Property Owner has indicated <br />that their business is primarily drive-by traffic and without this additional wall sign their visibility is <br />greatly diminished. The applicant has indicated that the overall signage proposed is consistent with <br />other business along Rice Street with a combination of both freestanding and wall signs. <br /> <br />In the applicant’s narrative the comparison in signage allowance has been made for what would be <br />allowed for the B-1 zoning to the B-3 zoning. Staff would like to clarify that if this business was <br />located in the B-1 zoning district that they would not automatically be allowed 100 square feet of <br />signage. Signage in this district is allocated based on lot frontage similar to the B-3 zoning district. <br />However, there is no percentage of that building frontage used in the B-1 zoning district calculation. <br />In the B-1 zoning district, the signage allowed is based on the lot frontage with a maximum up to 100 <br />square feet of signage. In the case of this property, they would cap out at that maximum given they <br />have 179 feet of frontage along Rice Street. <br /> <br />In considering a variance request, the Commission shall determine a finding of fact that the proposed <br />action will not: <br />a. Impair an adequate supply of light and air to adjacent propert y. <br />b. Unreasonably increase the congestion in the public street. <br />c. Increase the danger of fire or endanger the public safety. <br />d. Unreasonably diminish or impair established property values within the neighborhood, <br />or in any way be contrary to the intent of this Ordinance. <br />e. Violate the intent and purpose of the City Comprehensive Plan. <br />
