10062 Flanders Court NE – Blaine, MN 55449 – (763) 780-0450 fax (763) 780-0452 <br /> <br />Z:\PROJ\120203E - 2017 Street Improvements\0030\Memo-111616-CC (2017 Info Update).doc <br /> <br /> <br />Memo <br /> <br /> <br /> <br />TO: Mayor Keis & Members of the City Council <br /> <br />FROM: Lee Elfering, City Engineer <br /> <br />DATE: November 16, 2016 <br /> <br />RE: 2017 Street and Utility Improvements <br /> Informational Meeting & Proposed Project Update <br /> <br /> <br />City staff identified the following street segments for possible inclusion in the City’s 2017 <br />Improvements project and held informational meetings with the affected residents earlier <br />this week. <br /> <br /> Rose Place & Lakeshore Avenue (Jackson Street to Lake Street) <br /> Vanderbie Road (Labore Road to Allen Avenue) <br /> Greenbrier Circle (County Road B2 to the north end) <br /> <br />Based on the input received at the informational meetings, staff is recommending that <br />Rose Place, Lakeshore Avenue, and Vanderbie Road move forward to the feasibility and <br />public hearing phase. The response received from the Greenbrier Circle residents was <br />that the street improvement could be delayed and we are not recommending moving <br />forward with that street at this time. <br /> <br />While City staff typically initiates the street improvement process, this year a petition was <br />received from Labore Avenue residents requesting the reconstruction of Labore Avenue <br />from Jackson Street to the west end. A copy of the petition is attached. A petition for <br />improvement is valid if the owners of at least 35% of the property frontage sign the <br />petition and the attached petition meets that requirement. Labore Avenue has been <br />considered by City staff for reconstruction; however other streets have taken priority to <br />this point. With the elimination of Greenbrier Circle from next year’s project, Labore <br />Avenue could be added to the streets being considered. With the receipt of the petition <br />there appears to be resident interest in including the project in the feasibility report and <br />public hearing process. An informational meeting could be held prior to completion of <br />the feasibility to allow all residents along Labore Avenue the opportunity to provide input. <br /> <br />At this time staff recommends moving Rose Place, Lakeshore Avenue, Vanderbie Road, <br />and Labore Avenue into the feasibility and public hearing phase for the City’s 2017 <br />project.
