 It was asked if the cul-de-sac would get cleaned up as part of the project. Mr. <br />Elfering responded that garbage and clutter wouldn’t be cleaned up but brush <br />would be cleared as needed. <br /> <br /> A resident asked what barrier curb was. Mr. Elfering explained that barrier curb <br />was a type of curb with a 6-inch face straight up and down. He added that it <br />conveys water well and is also a guide for snowplows. <br /> <br /> A resident asked if the temporary mailboxes are locking. Mr. Elfering answered <br />that they usually are not but said he would look into the possibility of getting <br />locking boxes. He also added that residents could always have their mail held at <br />the post office. <br /> <br /> One resident stated that she cared for a 96 year old woman and was concerned <br />with getting her in and out of the house during construction. Mr. Elfering said he <br />could work something out with the contractor so that the resident could get in and <br />out relatively smoothly. Laying down sheets of plywood was an optioned that <br />was mentioned. <br /> <br /> It was asked if there would be an underground storm sewer system. Mr. Elfering <br />replied that there probably would be but wouldn’t know for sure until he got <br />further into the design process. He added that storm sewer costs are not <br />assessable so it wouldn’t affect the cost to property owners. <br /> <br /> A resident expressed concern about a contractor tearing up the road and then <br />disappearing for months without doing any further work. Mr. Elfering replied <br />that he accounts for that situation in the contract by only giving the contractor a <br />limited number of days to complete each street and stating that once a street is <br />torn up the contractor must showing continuing progress on the street until it is <br />finished. <br /> <br /> A resident mentioned that currently rain water and snow melt flows across the <br />street and then crosses back over and wondered if the project would eliminate <br />that from happening. Mr. Elfering answered that the new road would be crowned <br />so that water stayed on each side of the road and drained to the concrete gutter <br />and didn’t cross the road. <br /> <br /> It was asked if noise was a problem with the construction project. Mr. Elfering <br />stated that there would be noise attributed to the project. There will be lots of <br />heavy machinery and backup alarms going quite a bit. <br /> <br />At this point the City Engineer asked for the general sentiment on moving forward with <br />the project. The general sentiment seemed to be for moving forward at this time. The <br />City Engineer said he would pass along the feeling of the neighborhood to the City <br />Council and a public hearing would be scheduled. The City Engineer thanked the <br />residents of Rose and Lakeshore for attending the meeting.
