<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Heidi Heller, City Clerk <br /> <br />DATE: December 16, 2016 <br /> <br />RE: Fee Schedule Amendments <br /> <br /> <br />Planning Fees <br />Due to bringing some of the planning duties in-house, an adjustment to the planning fees is now <br />possible. Currently, a developer’s deposit amount is charged to the applicant and the final costs <br />to the applicant are the City’s billed costs (City Planner, Engineer or Attorney expenses and <br />public hearing costs) plus an administrative fee of $100 or 20% of the costs (whichever is more). <br />Now, when Associate Planner Jessica Jagoe processes a planning case, the only billed costs are <br />for the public hearings plus the $100 administrative fee. <br /> <br />Staff is proposing to amend the fee schedule to add a $350 minimum fee for conditional use <br />permits and variance applications for R-1, single family, zoned properties that are processed by <br />the Associate Planner. This $350 cost would include one public hearing notice published (up to <br />$50 cost), one public hearing notice mailed, and the Associate Planner and City Clerk’s time to <br />process the application. The same developer’s deposit amount $500) will still be collected at the <br />time of application in case there are other costs, but a refund will be issued if the additional funds <br />are not needed. Staff anticipates more and larger refunds will result versus most of today’s <br />applications needing the full deposit amount. <br /> <br />The blue wording would be added to the Fee Schedule. <br /> <br />Water Meters <br />Slight price increases from the vendor. City does not use the 5/8’ size anymore so that one will <br />be removed. <br /> <br />The wording on the residential hydrant meter use needs to be updated. <br /> <br />Old Fire Hall Rates <br />Staff is proposing slight increases to the Old Fire Hall rental rates.
