<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Little Canada Planning Commission <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: January 3, 2017 <br /> <br />RE: 2580 Rice Street – Conditional Use Permit Massage Therapy <br />Ms. Chanda Hin has applied for a Conditional Use Permit to operate a Massage Therapy Business out <br />of the office building at 2580 Rice Street. The building is part of the office condominium association <br />in the Edgewater Office Park. This property is zoned B-3, General Business which allows Massage <br />Therapy by Conditional Use Permit as a principal or accessory use. <br /> <br />Ms. Hin, of Balanced Therapies, is requesting approval of a CUP to allow massage therapy as a <br />principal use. Her business would be open 6-7 days a week between 10 a.m. – 6 p.m. (subject to <br />change on availability). Along with the message therapy, she will offer professional therapeutic <br />services, personal training and nutrition services, massage therapy training, and informational sessions <br />on health and wellness (small group or presentations). The applicant has noted their future work scope <br />could include acupuncture and chiropractic services, but at this time those are not provided to their <br />clients. Staff has verified that Ms. Hin is the only employee of Balanced Therapies. <br /> <br />The lease agreement provided with the application indicates that Balanced Therapies will be located in <br />the lower level of this office building. That lower level lease space is roughly 1,040 square feet. <br />Within that lower level area there is also a conference room that is noted in the lease agreement as <br />being a shared meeting space between upper and lower tenant. <br /> <br />Analysis - <br />In consideration of the permit request, the B-3, General Business ordinance states the following for <br />consideration of the CUP provisions: <br /> <br />I. Massage Therapy as a principal or accessory use, provided that: <br /> <br />1. The business receives an appropriate license from the City of Little Canada, and <br />complies with all the requirements of that license. <br /> <br />2. All therapists are licensed in accordance with the requirements of the Municipal Code. <br /> <br />3. The City reserves the right to review the conditional use permit at any time, and may <br />add conditions deemed appropriate by the City Council to ensure compliance with the <br />Comprehensive Plan, City Codes, and applicable regulations. <br /> <br /> <br />
