<br /> <br />The lease agreement for Ms. Hin does not depict the dedicated parking or address the number of spaces <br />provided. As a requirement of approval, city staff would request a site plan that shows where parking <br />for Ms. Hin and the tenant of the upper level will be, including their client/customer parking. The site <br />as staff has observed appears to have sufficient parking for the current needs of the complex. <br />However, that parking calculation for the original approval of the association was based on a portion of <br />these units being used for storage purposes. As a result, only 2/3’s of the building square footage was <br />used to calculate the required parking. As some of these units are built-out entirely, staff wants to <br />make sure the site can still accommodate the parking demands. <br /> <br />Recommendation – <br />The Zoning Ordinance contains a provision for allowing Massage Therapy in the B-3 District and the <br />proposed use appears to meet the conditions for approval. The available parking for the association <br />seems be adequate for the site and the current uses seem to complement each other for operating hours <br />and employees. <br /> <br />Staff recommends approval of a Conditional Use Permit for Massage Therapy as a Principal Use <br />at 2580 Rice Street subject to the following conditions: <br /> <br />1) A site plan being submitted that shows the dedicated parking for both tenants and their <br />clients of 2580 Rice Street. This site plan will need to be reviewed and approved by <br />Planning Staff prior to the massage therapy license being issued. <br /> <br />2) A Massage Therapy License being issued. <br /> <br />3) Balanced Therapies is limited to one employee. An amendment to the CUP will be <br />required if the business needs to hire additional staff because of the need to review the <br />parking matter. <br /> <br />4) Balanced Therapies is limited to no more than four clients for trainings or informational <br />sessions. This again is due to the available parking for the association and the need to <br />monitor if uses are overburdening the complex. <br /> <br /> <br />
