<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br />TO: Mayor Keis and Members of City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: January 20, 2017 <br /> <br />RE: 2017 Recreation Coordinator Contract <br /> <br /> <br />In late 2014, the City entered into a contract with Twin Cities Officials, LLC (TCO) for <br />recreation coordinator services. Don Bowman is the principal of TCO. This agreement expired <br />at the end of 2016 after an automatic one year renewal. Therefore, we need to renew this <br />agreement. <br />Attached is a revised agreement. The material changes to this document are as follows: <br />• Increased compensation payable by five percent to match the increase provided to our <br />employees over this same period of time. (This is consistent with how we have been <br />handling our fire marshal services agreement.) This change increased the monthly <br />compensation from $2,140 to $2,247. <br />• Changed the title to the person he reports to from Parks & Recreation Director to Parks & <br />Recreation/Community Services Manager. <br />• Deleted provision that allowed TCO to increase fee upon 30 days’ notice, subject to our <br />consent so the rate note above will remain in effect for the year. <br />• Modified cancellation provisions to require two weeks’ notice from/to either party versus <br />the previous language that provided for “immediate” cancellation. Given TCO’s <br />performance history, it seems that two weeks’ notice gives the City better protection. <br />Based on the above changes, staff recommends approval of the revised contract with TCO, LLC <br />as presented. <br /> <br />cc: Don Bowman <br /> <br /> <br />
