<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Joel Hanson, City Administrator <br /> <br />DATE: January 6, 2017 <br /> <br />RE: Organized Collection Contract Renewal <br /> <br /> <br />Staff met with representatives of our haulers participating in the organized collection contract <br />yesterday. As you will recall, we approved an extension of the current arrangement until the end of <br />January. Based on yesterday’s meeting, we are recommending a new extension until the end of <br />February to ensure we can get all issues resolved. <br /> <br />At yesterday’s meeting, the haulers reacted to the proposal I gave them a couple of few weeks ago. <br />They asked for a higher increase in collection rates over their initial proposal. They are also asking for <br />increases to the bulky items category that we are resisting given our current utilization. (We <br />suggested that it may be worth eliminating this service given only about 25% of our residents make use <br />of it.) They are also asking for increases in yard waste fees given the rate has not changed for a <br />number of years. However, I pointed out another community recently signed a contract with one of <br />our haulers whereby they provided the service to all residents at a cost, that when applied to our <br />customer base would be lower than our subscription service. We did offer to drop off one month of <br />service ( six to five months with two weeks at each end of the contract) given problems the haulers <br />have during those times with dumping collected materials and also given the fact that weather may <br />prevent pick-up anyway. <br /> <br />Another meeting is planned for next week and we hope to get this wrapped out quickly. In the <br />meantime, we are recommending you adopt the attached extension that continues services up to the <br />end of February if necessary and authorize the Mayor to execute same on behalf of the City. <br />
