MINUTES <br />CITY COUNCIL SPECIAL MEETING <br />JANUARY 26, 2017 <br />stated that the road would likely shift north a few feet to better <br />accommodate driveway grades on the south side of Labore. <br />Property owner, 66 Labore Avenue, asked if the road would be raised or <br />lowered. The City Engineer said the road will be lowered slightly and a <br />barrier curb installed. He explained that if a property owner wants to <br />replace their entire driveway, they can coordinate with the City and can <br />get a credit for the amount of driveway that the City removed and would <br />have replaced. He noted that the utility companies have been notified that <br />work will be done in this area so they can coordinate any of their own <br />repairs. <br />Keis asked if everyone was in support of proceeding with the <br />improvement project. Everyone in attendance agreed that they were in <br />support for the project. <br />Montour introduced the following resolution and moved its adoption: <br />RESOL UTION NO. 2017-1-17 — ORDERING IMPROVEMENT NO. <br />2017-02, LAB ORE AVENUE, FROM JACKSON STREET, WEST TO <br />THE CUL-DE-SAC, AND AUTHORIZING THE CITY ENGINEER <br />TO PREPARE PLANS AND SPECIFICATIONS FOR THIS <br />IMPROVEMENT. <br />The foregoing resolution was duly seconded by Fischer. <br />Ayes (4). <br />Nays (0). Resolution declared adopted. <br />IMPROVEMENT <br />Mayor Keis opened the Public Hearing at 7:36 pm to consider the <br />NO. 2017-03 <br />improvements of Rose Place East, from Jackson Street to Lakeshore <br />ROSE PLACE <br />Avenue, and Lakeshore Avenue from Lake Street, north to the cul-de-sac, <br />EAST AND <br />by reconstruction of a new 28 foot wide urban section with concrete curb <br />LAKESHORE, <br />and gutter and possible extension of storm sewer. <br />AVENUE <br />The City Engineer reported that the purpose of tonight's hearing is to <br />present the proposed improvements of Rose Place and Lakeshore Avenue <br />to the City Council and impacted property owners. This meeting gives <br />property owners the opportunity to provide input and/or voice concerns <br />about the project. The City Council will then determine whether or not the <br />project moves forward. <br />The Engineer explained the City's street improvement planning process. <br />He explained that after the streets that need work are determined, the <br />process begins with neighborhood informational meetings and progresses <br />5 <br />
