MINUTES <br />CITY COUNCIL SPECIAL MEETING <br />JANUARY 26, 2017 <br />been in place since 1995. The Engineer noted that most residential <br />properties will be assessed $6,194.04 for one unit. Properties that have <br />more than one side of street frontage will be assessed slightly differently. <br />Bryan Rogers, 168 Old County Road C, stated that his assessed frontage <br />on Lakeshore Avenue is in his backyard and he wasn't even sure that he <br />had frontage on Lakeshore since there is a dense row of trees and a fence <br />along his rear yard. He requested that the Council reconsider assessing his <br />property since he has no access to Lakeshore Avenue and would receive <br />no benefit from the street improvements. <br />Property owner asked if they could get locking temporary mailboxes since <br />there has been a problem with mail theft in this neighborhood twice in the <br />last year. The City Engineer stated that he will talk to the contractor about <br />more secure options for the mailboxes. <br />Property owner asked if the water drainage on the street would be <br />improved as most of the water in the area all runs down the street into her <br />yard. The City Engineer stated that the completed road will have a crown <br />so stormwater will be directed toward the curbs and into the rain gardens <br />and the storm sewer. <br />Montour asked when the decision to possibly remove the Old County <br />Road C properties from the assessment role would be made. The City <br />Engineer stated it had to be decided by the assessment hearing date, but he <br />can remove them anytime at the Council's direction. There was Council <br />consensus to remove both 154 and 168 Old County Road C from the <br />assessment role due to no benefit to those properties. <br />Keis asked if anyone was not in support of proceeding with the <br />improvement project. No one in attendance commented. <br />Keis introduced the following resolution and moved its adoption: <br />RESOLUTIONNO. 2017-1-18— ORDERING IMPROVEMENT NO. <br />2017-03, ROSE PLACE EAST, FROM JACKSON STREET TO <br />LAKESHORE AVENUE, AND LAKESHORE AVENUE FROM LAKE <br />STREET, NORTH TO THE CUL-DE-SAC, AND AUTHORIZING <br />THE CITY ENGINEER TO PREPARE PLANS AND <br />SPECIFICATIONS FOR THIS IMPROVEMENT <br />The foregoing resolution was duly seconded by Montour. <br />Ayes (4). <br />Nays (0).
