STAFF REPORT

TO: Mayor Keis & Members of the City Council

FROM: Joel Hanson, City Administrator

DATE: February 16, 2017

RE: Fire Truck Purchase

Attached is correspondence from the Little Canada Fire Department relating to the purchase of a new
fire truck. This truck is a pumper and will be replacing a unit that was purchased back in 1994. In
addition to the truck, they will also be purchasing additional equipment to property outfit the truck (a
listing of that equipment is attached). It should be noted that the equipment purchase was not
budgeted in the General Capital Improvement Fund #400.

We have been budgeting over $100,000 a year for a number of years now to help fund the replacement
of fire apparatus. At the end of 2016, we projected that fund to have over $1,132,000 available for
this purpose. The cost of the truck is $636,786 if we pay 100% of the cost up front and before the end
of February. In doing the math, the discount for a cash payment warrants the use of this option given
that rate of return is higher than we can currently earn by investing the cash ourselves.

With the additional loose equipment, estimated at $60,000, and some additional equipment mounting
brackets that will be needed, the total price of the new truck after equipping it will total $702,286.
There will be a future recovery associated with the sale of the 1994 Pumper, but that number is
unknown at this time.

Staff recommends authorize the purchase of the truck and related equipment from the Fire Equipment
Replacement Fund #457 at a total cost of $702,286 and subject to any sale proceeds from the 1994
Pumper being received by Fund #457.

cc: LCFD

Steve Peters of Masterpiece Homes, Inc. will be present at Wednesday’s workshop to discuss the
possible development of the Twin Lake Boulevard land we own. Their concept layout is attached for
your review.

Some of the issues to be clarified if this process moves forward include the following:

• Density of development
• Access points to Twin Lake Boulevard
• Screening along the north property line.
