<br />service. Our utilization is about 25% of the customers eligible under the contract, but that <br />number continues to increase each year as it becomes more known. <br /> Yard waste service will remain April 1st through November 30th with language added to say <br />“weather permitting” at the end of the season. During the previous contract, the City had two <br />seasons where the hauler either requested the season start later due to yard waste sites not being <br />open until April 15th or early snowfalls which shortened up the November collection weeks. <br />For the renewal, the haulers have agreed to make arrangements on their end so that the April 1st <br />beginning date is adhered to, but we have added language that does allow for weather to be a <br />consideration for the season ending prior to November 30th. In the event of snow, the hauler <br />has agreed to complete one final week of yard waste collection so that residents who may have <br />carts full of yard waste or compostable bags are given an opportunity to dispose of them. Then <br />as a result of the weather it is assumed that residents would no longer have the ability to rake <br />their leaves up again until the spring. <br /> The rate for yard waste over the term of the contract will now have yearly increases. The <br />previous contract rate is $48 for the season and that rate had not changed for two contracts. <br />The new rate for 2017 will start at $54 and end at $64 in 2021 (33.3% increase over 5 years). <br />The haulers had requested a flat rate of $72 for the term of the contract. The increases each <br />year are somewhat staggered because the amount must be divisible by eight months of service <br />for utility billing purposes. One additional change to contract language for yard waste is that <br />we will now have a seasonal rate for new customer. New customers electing service in April- <br />September will be charged for a full year of service and new customers electing service in <br />October and November would be subject to a partial year (1/2 of current yearly rate). Previous <br />contract language had new customers only paying $6 for the months of service remaining. This <br />was not equitable for new customers who enrolled at the end of the season for fall clean-up. <br /> Rates for customers with 120+ (2 containers), 3 containers, and 4 containers have been <br />combined into one service level which will now be called up to 360 gallon service. We do <br />have roughly 45 customers at the 120+ service level and then less than ten with three or four <br />carts. The three or four cart accounts are primarily group homes that are located in a single- <br />family home which fall under the organized collection contract. <br /> Schedule B of the contract which is the charge a resident would be billed after they’ve used <br />their three bulky items is increasing for most of the items. This schedule has not been <br />increased in the last two contracts and in comparison of other cities, the proposed charges are <br />consistent. Overall, we probably have less than 20 items per year that would fall under this <br />schedule. <br /> <br />Included with this memo are two variations of the new contract rates. The spreadsheet titled Final <br />Rates shows the breakout of the rates by Disposal, Collection, Recycling, and Bulky Item with the <br />increases shown for each category. The spreadsheet titled Attachment A is what will be included in <br />the contract. The final total is the same for both. During this process it was determined that a portion <br />of our bulky items are recycled. By having bulky items as a separate line item in our rate it is subject <br />to State and County tax as waste disposal. Attachment A has $.50 shifted to collection costs and then <br />the remaining will fall under recycling which reflects the actual processing of bulky items. Contract <br />language is such that the rate for collection costs includes the pickup of three bulky items per year so <br />there is no change for the service provided to our residents. However, it will be a slight savings to our <br />residents with only a portion of that now being subject to tax. <br />
