<br /> <br /> STAFF REPORT <br /> <br /> <br /> <br /> <br /> <br />TO: Mayor Keis and Members of the City Council <br /> <br />FROM: Jessica Jagoe, Associate Planner <br /> <br />DATE: March 2, 2017 <br /> <br />RE: Continued Public Hearing – Preliminary & Final Plat for a Townhome Development at <br />2736 & 2744 Rice Street <br /> <br />City staff had a meeting today with Cash for Houses, LLC, Developer of 2736 & 2744 Rice Street, to <br />discuss the outstanding engineering details needed in order for them to move forward with their final <br />review. The applicants have made the decision to hire a new engineering firm this week due to issues they <br />had been encountering with their previous firm. During this meeting, city staff was presented with a <br />slightly different layout which showed the pond now on the west side of the property and one additional <br />unit. This new plan was a concept idea of their new engineer in an attempt to resolve the remaining <br />required engineering items and he is still working through the logistics to see what their final layout will be. <br />However, city staff has directed the applicant that the Public Hearing would need to be continued, but if <br />changes are made to the plans that this would also then need to be reviewed again by the Planning <br />Commission for a revised Preliminary and Final Plat review and possibly a modified PUD approval. The <br />applicant has assured city staff that all of the design components and changes that had been made as <br />conditions for approval will remain intact. They again believe it is just a flip-flop of the layout to allow for <br />more efficiency on the engineering side. They have agreed with our recommendation that the Planning <br />Commission being given an opportunity to review this again. <br /> <br />The applicants have indicated their intent to meet the March deadline for submittal and then this would be <br />reviewed again by the Planning Commission at their April 13th meeting. In addition, city staff has prepared <br />a 120-day waiver which the applicants have agreed to sign so that this matter can be continued. Based on <br />that, city staff is recommending that the City Council re-open the public hearing and continue it until <br />the Wednesday, April 26th meeting. <br />
